Year 2005 is very unique as the destiny of the world is closely connected.  Mr. Kofi Annan, Secretary-General of the United Nations, presented a report in March for the 2005 World Summit in September, appealing to heads of state to reach a global agreement on the challenge of development, security and human rights for all and the overall reform of the UN.  The report emphasized that a new consensus should be reached by heads of state and government on key challenges and priorities that could be converted into collective actions in alignment with the needs and hopes of people everywhere.  The message is critical and makes our action of establishing the Peoples’ Parliamentary Assembly within the UN more meaningful.

Humankind’s common destiny is the result of public decisions.  We hope that more will show their support for “Larger Freedom Towards--Development, Security and Human Rights for All”.  I have dedicated my whole life to the philosophy of “nourish the true nature of the universe, follow the way of the true ones of all ages,” and spreading the concept of true physical and mental health.  The Federation of World Peace and Love (FOWPAL) and Tai Ji Men Qigong Academy encourages everyone to serve the public and avoid sickness through better balance, as doing so reduces medical costs and reduces misery. 

FOWPAL and Tai Ji Men Qigong Academy participate in nonprofit cultural activities to foster Chinese culture, enhance physical, mental and soul health, and spread love around the globe in order to attain world peace. FOWPAL and Tai Ji Men Qigong Academy have generated consensus with AWC and heads of state to assist the UN in reaching Millennium Development Goals.  The UN’s new global village has to be built upon a solid foundation of love and balance. 

It takes perseverance and firm belief to put worldwide changes into motion, as correcting a long imbalanced situation is like quitting smoking after being addicted for many years.  After academic and cultural exchanges in 5 continents and meeting with important figures, we propose the resolution of “solving conflict with love and peace”.  Now is the time to accelerate the process by building a strong and powerful world community through the collaborative efforts of the UN and NGOs.  We need new thinking and unprecedented boldness and must act quickly in order to counterbalance the current trend of moral degradation.  It will be the heart that determines the successful attainment of Millennium Development Goals.  In light of current threats of wars, conflicts, terrorist attacks, weapons of mass destruction, contagious epidemics and environmental deterioration, we propose two components that should be key to any action plan and should be at the heart of the UN reform and is of great significance to all.

First, never allow emotion to influence decisions.  Always manage emotion first.  Look for solutions for problems rather than someone to blame.  This way, one will stay calm and clear to ensure the best strategy formulation. 

Secondly, by continuously cultivating and bettering ourselves we can create a model of self enlightenment which helps us to build a strong family, which in turn empowers our country so that it can pursue world peace.  When one calms him/herself down and learns to face and correct his/her weakness, wisdom can be developed as well as a better ability to control our emotions.  The result of this effort is that we can become a balanced world citizen, someone who approaches difficulties and obstacles with a positive attitude.  The wisdom of balancing yin and yang is the highest level of wisdom and allows us to manage evil with goodness.  Through self-education, unselfishness in helping oneself and others, improving our relationship with others, and polishing our wisdom of mind we can develop our fullest potential in life. When each one of us makes it our responsibility to make a better future for ourselves and others, the world will become more harmonious, prosperous, secure and safe.

Every individual possesses boundless potential.  The aforementioned (previously mentioned) guidelines put us on the path of unlocking our full capabilities and reaching our goal of enhancing prosperity throughout the world.  We should never underestimate what we can achieve.

NGOs play an important role in UN reform.  They share the peoples desires with the UN and through collaborative efforts create concrete contributions at the UN.  NGOs also monitor the UN’s implementation of all related issues.  With support of Secretary-General Kofi Annan, NGOs have successfully promoted cross-cultural exchanges, enhanced political stability, fostered economic development, reduced poverty and have helped eradicate many diseases.  In doing so, NGOs have become indispensable tools in assisting the UN to both reach its founding goals and to create a global community.  As successful as NGOs have been, Independent third-party evaluation will further enhance the contributions of NGOs by bringing attention to key issues and promoting progress in resolving those issues.

When everyone fully commits themselves to the benefit of all people, the universal value of economy, society, education, environment, human rights, democracy and rules of law, the goodness of people will be revealed.  Through the implementation of the two key approaches, one can develop a higher wisdom and a world of love and peace will prevail in the global community.
